Is HydroPlatform a model? or is it a Decision Support System (DSS)?


Neither, it's a model platform, i.e. a database and user-interface that link to external models.  This link can occur through export/import functions (loose coupling) or with plugins (tight coupling).  If you connect your model to HydroPlatform, the combination of: model, user-interface, and database can be considered a DSS.
